Effective 2200hrs. October 02, 2005 to become effective at 0001hrs. October 03, 2005. The following guidelines will apply to both Toronto and Smiths Falls based crews, working in the Run-through pool;
In an effort to prevent one pool being disadvantaged by the other, due to the first out clause of the Run-through agreement, since the equalization of dispatches has been eliminated, the following shall apply to both Toronto and Smiths Falls crews while at the away from home terminals. - Crews arriving at the away from home terminal will be placed either first or second out, depending on which terminal worked the last train out of that terminal. i.e. If a Toronto crew arrives at Smiths Falls and the last train ordered out of Smiths Falls was manned by a Toronto crew, then the Toronto crew would be positioned second out in Smiths Falls. Had that same train been manned by a Smiths Falls crew, then the Toronto crew would be positioned first out. This should ensure that each terminal works every other train. Deadheads do not count as crew placement is determined by train start.
- NOTE: Run-through rest, as it is presently applied, still exists. 6hrs. 2hr call.
- The purpose of this is to ensure that the “pendulum” effect, as was witnessed in the 90 day equalization attempt, would not repeat itself, whereby one pool does all of the work while the opposite pool sits.
- Pools should be more easily regulated by miles as the work should be shared more equitably.
- Held away will be capped at five (5) hours.
- Trains 238 & 239 are no longer assigned.
In the next few weeks, we will have a Q & A for the application of this new agreement.
We recognize that there is apprehension with change, but ask for your patience as we work at fine tuning this agreement, that neither terminal is disadvantaged by this new agreement.
